Fox News has long had a practice of editing clips so as to misrepresent what was being said. Fox News' supporters have long denied this and claimed it was just Liberals hating Fox News that said this.
I present to you Exhibit Z of Fox News deliberately misrepresenting something that Obama said to make it look like he's saying something he's not.
Game. Set. Match.
UPDATE:
So Hannity went to that well again, and cropped ANOTHER video of the President speaking to make it seem like he is saying something he's not. This time Jon Stewart once again called him out over it, as did Howard Kurtz over at CNN. I don't think it's going to do anything to call him out, other than let people know what he's doing. That's important, but I think this highlights what others have pointed out: Sean Hannity is NOT a journalist like I'm sure many view him as. He's an opinion host, that's it.
Because a journalist would be fired immediately for doing what Hannity did back in '09 and has done again. Unless, of course, that "journalist" works for Fox News.

Also, as CrooksandLiars pointed out, Glenn Beck has also "deceptively edited" footage to portray an Obama appointee as supposedly saying something she didn't.
